shower moving through the diablo range in milpitas, mt. hamilton getting dusted a little bit. it's raining on 580 and towards tracy and southport. it will be around for an hour. then we'll get ready for total sunshine and cooler weather this morning. 33 to 42 degrees. low 50s at noon. it will be a little brisk this afternoon with temperatures below average. mid-50s. towards 7:00, t stars and dress for 36 to 50 degrees. so far so good, mike. no major issues. we're looking live at the bay bridge toll plaz a we're pretty busy pretty early. no blocking incidents. but we have a little stackup in the cash lanes on either side. if you're using fastrak, a slight delay and hopefully we won't have the metering lights on as early as yesterday. i'll keep an eye on that. quick check of drive times. we're heavy out of the central valley. westbound 580, tracy to dublin.

looking typical here. in the red at 55 minutes. southbound 680, dublin to mission boulevard and northbound 85, 101 to cupertino in the green, 15 minutes. thank you, alexis. oakland unified school teachers ar ready to strike. >> they'll hit the picket lines at 6:30 a.m. union leaders could not reach an agreement with the district during their final attempt at negotiations yesterday. teachers have been working without a contract since 2017 and they want a 12% raise over three years. but the district is offering a compensation package amounting to 8.5% over four years. now the teachers are headed to the picket line. >> abc 7 news reporter anser hassan has the impact it will have on students. >> reporter: good morning, guys. we're been talking to parents all week. a lot of them seem to support the teachers. many will keep their kids at home because they don't want them to cross the picket line. that's not an option for all

families. all schools will be open during the strike. it won't be class as usual. those in the education association does not want parents to send their kids to school because the district loses money if kids don't show up. plans are in place to help families with alternatives. oakland parks and recreation are opening up to 15 rec centers across the city. 8:00 a.m. to 3:00 p.m. monday through friday as long as the strike lasts. teachers union will staff the center along with volunteers who will oversee activities and provide food for student who show up. also, the city's public libraries will be open gurusinsur this is transptao transit buses will be impacted. especially those that serve mondayter a middle school, skyline high school and oakland community day school. >> ac transit being a union organization, their drivers have decided not to cross the picket

line. 2/3 of our students take that to arrive here aught monterra. >> that's about eight buses that impact 500 students. coming up at 6:00, we'll have a look at daycare options and churches open to help students during the strike. in oakland, anser hasan, abc 7 news. it will affect school sports programs. all games for spring sports, like baseball, swimming, track and field, they're going to be postponed until the strike ends. playoffs for winter sports will continue as normal. basketball playoff games went on as scheduled. >> ac transit is changing service to schools because of the strike. the affected routes including those at skyline high school and oakland community day school. we have more information on the route changes online at abc7news.com. abc 7 news has team coverage of the oakland teachers strike all day long. coming up in the next half hour, amy hollyfield is live at man

zeta elementary where union officials are expected to speak later this morning. another labor union will rally ahead of what's expected to be tense contract negotiations with the city of san francisco. local 1021 will hold a lunchtime rally at city hall on what will be the first day of contract talks. the goal to highlight the issues facing public service workers and their impact on public services. the union represents more than half of san francisco's city workers, including nurse frs sf general, muni cleaners, librarians and traffic control officers. new this morning, a 91-year-old former san jose priest and convicted sex offender could be in legal trouble once again. >> he's being sued by a minor. that minor alleges that he repeatedly sexually assaulted her in her family's home. matt keller live at the san jose diocese. matt? >> reporter: reggie, the san jose diocese last year named him

as one of 15 priests accused of abusing kids. now he's facing a civil lawsuit. take a look at his photo from megan's law website. according to the san jose mercury news, he was registered as a sex offender in 1983. he was working at our lady starve the sea parish in -- he worked in several parishes until he was permanent lip banned from ministry in 1990. a lawsuit was filed last week alleging he sexually assaulted a minor on five separate occasions between 2011 and 2016. he is 91 years old. he was charged with six counts of committing lewden. no word on if the girl was one of those alleged victims. mercury news says the civil lawsuit does not name the diocese as a defendant. all of this as pope francis called 200 local church leaders

to the vatican to address the abuse scandal. the summit will address their legal responsibilities, accountability to protect kmirn and transparency. it ends on sunday with a mass and a final address by pope francis. matt keller, abc 7 news. new developments on the gas line explosion in san francisco. two people whose apartments were damaged in the fire have now filed a lawsuit. according to the san examiner, they're suing verizon and the contractors. both plaintiffs live in one of the five buildings damaged. workers were installing fiberoptic lines near geary avenue and parker avenue when they hit a gas line. the explosion was a result of the defendant's reckless behavior. a woman accused of carjacking a ups truck and leading police on a chase in san jose now faces eight felony counts. four of them for attempting to murder police officers. 23-year-old joanna mae macy-rogers was shielded from

year. >> the city already has thousands of racks sitting in a warehouse. we're not asking the city to buy anything new. we're asking them to install what they already have on hand. >> the coalition is also requesting the mta speed up the bike rack request process to three months from the time to request to installation. the mta says it currently aims to install between 500 to 1,000 bike racks across the city every single year. >> who should pay when scooter riders hurt themselves after riding into a pothole? what's what they're trying to figure out right now in oakland. bird, lime, lyft and uber are fighting the city's contract language about liability. the companies say it should be the city's fault if they get hurt from the lousy pavement. the city says they're reviewing the issue and declined further comment. new developments coming in in a southern california murder. we'll tell you what helped

today will see their teachers out on the picket lines, not inside in the classroom. they're going to picket until about 10:30 this morning. then they'll take the demonstration downtown for a rally. they're going to march on broadway to the district offers. they're fighting for a living wage and smaller class sizes. they want a 12% raise. in a last minute negotiating session yesterday, the district offered 7% and a one-time 1.5% bonus. teachers say that isn't enough. schools will be open, but teacheser won't be here. >> oakland educators united with parents, students and communities will stand at the picket line at 86 school sites. >> there will be staff ready to go. we wt our dsschool. >> reporter: so yes, the schools will be open. the school district says

students will have amended schedules and consolidated classes during the strike. they've hired some substitute teachers and will send employees from the central office to help in the schools. students will get an unexcused absence if they aren't in class. another negotiating session set for tomorrow morning. the union has said that it hopes this will be a short strike. reporting live in oakland, amy hollyfield, abc 7 news. amy, thank you. in an unprecedented move, three dozen oakland principals traveled to sacramento to deliver a message to lawmakers. >> they asked for more funding ahead of today satisfies teachers strike. yesterday the principals laid out requests. increase in california's per pupil spending. forgiveness of the $36 million debt from state loan and revision of charter law. >> people do take this seriously. we're drastically overfunding prisons compared to school.

>> state superintendent tony thurmond was receptive. he is asking for $5 billion in additional funding for k through 12 education across the state. that will not stop the strike in oakland today. keep up to date on this developing story by downloading our abc 7 news a.m. and enabling push alerts. we'll let you know as soon as an agreement is reached. now to our breaking news this morning. jussie smollett has been arrested. smollett surrendered to police at 5:15 a.m. chicago time without incident and is now in the custody of detectives. the santa rosa native faces felony charges stemming from accusations he made up a story about being the victim of a hate crime. smollett spoke with robin roberts. the actor dismissed the notion that he made up the story. abc news legal analyst dan abrams expects that to be used by prosecutors. >> your interview is going to be evidence in this case. that sort of locks him in there to a particular account.

when you watch, god, it's hard to watch that again. him saying -- now talking about how anyone who would ever make something up like this, et cetera. >> chicago police say they're going to hold a briefing at 7:00 a.m. our time to update the media. abc news will have live coverage of that news conference in a special report when that happens. we do he new surveillance video this morning. it shows the two brothers linked to the assault on smollett. they're seen in the video with several items, including a red hat, black ski mask and gloves. all items allegedly used in the attack on the "empire" actor. the brothers claimed smollett paid them to stage the assault. this morning, we're learning more about a deputy involved shooting in the north bay. body camera video captured the deadly encounter between a napa county deputy and a driver who shot at her. you may find the v we're about to show you disturbing. >> roll down the window. roll down the window.

>> shots fired. >> deputy riley jarecki immediately returned fire and killed javier hernandez morales. this happened sunday night. the deputy was not hurt. >> she responded accordingly. we are proud. poise and composure through this event. and her fight to save her life. >> investigators say the deputy was checking on hernandez morales after seeing his car parked along a rural road. hernandez morales was arrested several times in the past, including assaulting a police officer. the deputy is a third generation member of the napa county sheriff's office. happening today, a d.c. coast guard lieutenant is kmarjd with plotting a mass domestic terror attack. christopher paul hasan is
